Gov. Cuomo unveils 2014-15 state budget

Gov. Cuomo lays out his plan to pay for everything...

He has unveiled his $138 billion budget for the coming fiscal year which he says represents a spending increase of less than 2% accompanied by business, property, and estate tax relief. The governor says the state is starting with a surplus of about $2 billion.

Cuomo says this is more than just a budget.  It contains a lot more programs and policies.  He wants to establish statewide pre-K programs over the next five years at a cost of about $1.5 billion dollars.

He's also talking about a 2-year property tax freeze and plans to seek more money from the feds to replace flood-prone bridges. The budget will rely heavily on projected casino licensing fees, which could be granted as early as this fall.
